(Bloomberg) — Federal Communications Commission Chairman Ajit Pai's plan to gut Obama-era net neutrality rules calls for handing off the job of policing broadband service to an agency with different powers and a different mandate.
Giving the Federal Trade Commission oversight for the web can make sense from Pai's perspective: It's a consumer-protection agency that already has taken action against high-speed internet providers.

But, there's a key difference: The FCC sets rules designed to prevent bad behavior, while the FTC acts after wrongdoing has occurred. That distinction has become a flash point in the debate over Pai's proposal, which would change the way the government regulates the internet with far-reaching implications for a host of industries.
Opponents say that reactive nature means the trade commission is too slow to oversee the rapidly evolving digital economy.
"It's not adequate," said Gigi Sohn, who helped write the current net neutrality rules as an FCC aide in 2015. "If you wait for a case to be through, you can be out of business."
Others say Pai is bringing a powerful watchdog into the fray.

Giffords Law Center to Prevent Gun Violence sent letters to DreamHost and Shopify over the weekend, asking the hosting service providers to disable the GhostGunner.net and GhostGuns.com websites. The request comes in the wake of news that the mass murder in Tehama County, Calif., was carried out by an individual prohibited from owning guns with weapons he made from parts ordered online.
Giffords Law Center argues that because the guns sold on the two sites are illegal in some states, the businesses aid and abet violations of state laws by their customers, and therefore they can be shut them down for violating the service providers' Acceptable Use Policies and Terms of Service.
Weapons made without serial numbers — which are generally required by U.S. federal law — are known as "ghost guns," according to the announcement. Kits and parts sold by the websites can be assembled into semi-automatic handguns and assault weapons using 3-D printing and milling technology in a home workshop.
"The recent mass shooting in Northern California underscored how dangerous it is when people legally prohibited from owning guns can go online and buy do-it-yourself assault weapon kits from unaccountable companies with no background checks, and no questions asked," Adam Skaggs, Chief Counsel at Giffords Law Center said in a statement. (Bloomberg) — Amazon.com Inc. agreed to sell some of its Chinese cloud assets to its local partner but said it's committed to a domestic market for internet-based computing that could be worth $30 billion.
Beijing Sinnet Technology Co. will buy servers and other unspecified "operational assets" in the country's capital from Amazon Web Services for as much as 2 billion yuan ($302 million), it said in a filing to the Shenzhen stock exchange. The sale is intended to comply with government regulations and improve service, it said.
Amazon's business in China has been hollowed out by the rise of local rival Alibaba Group Holding Ltd., which has come to dominate e-commerce and is expanding in cloud computing with new data centers. Amazon, the global leader in internet computing, is vying for a slice of domestic spending on cloud services and gear that IDC estimates will reach $30 billion by 2021. But the U.S. company has to deal with laws introduced this year that mandate the storage of data within the country and bolster government control over the movement of information.
On Tuesday, the e-commerce giant rejected media reports tying its asset sale to an imminent departure from the Chinese market. It said instead it was selling hardware to comply with laws that forbid ownership or operation of certain types of cloud technology.
