you can transfer it if you have all the controls over it, you must have the web application and must know how to install it to your next web host site. Also remember if you know what infrastructure you need to run your script of your control panel, windows, Linux or .php, asp .net, ruby on rails etc..

It really depends on how your current web host has set this up. If it is simply a web page or group of web pages, just ftp them to your computer. Then ftp them to your new host. Be sure you copy all dependent files (.css, images, .js, etc…). Do a Google search on “FileZilla” if you are unfamiliar with ftp. It’s a pretty good one and free. Also, both hosts would have to provide an ftp account, but that is standard in most hosting packages.
If you use one of those cheap web hosts that have templates where you only adjust a few settings via drop down menus and such, then it will be more difficult. They don’t give you access to the actual files usually. You can use view -> source, save the files and rebuild them on your new host. But, be sure there are no copyright restrictions with your pages (and dependent files). It may take a little work to do this since this kind of host probably doesn’t want people to copy the files and have put safeguards in place. So, you may have to redeisgn part of the pages.
